Cafe Engländer is a safe bet.
Even though their menu is limited (only two set meals per day, one vegetarian and one with the real stuff and some a la carte dishes like Weisswurst and Gulasch), the set meals are always (I repeat: always) extremely tasty and remind you of upper-upper class meals, however coming at a low price (EUR 6.90 to 7.90 for soup and main dish, EUR 7.50 to 8.50 plus dessert).
The staff is always good for a laugh and very friendly; however, they might be biased towards my crowd as we regularly go there and are clearly identified as lawyers coming from big law firms.
Cafe Engländer is always crowded at lunchtime. If you plan to go with a crowd of 4 or more, be sure to place a reservation 2 hours ahead.
Whilst the food is delivered quickly in most cases, sometimes they will forget your order. Sometimes, they will make you wait for ages before you get the bill.
Even despite these downsides, Cafe Engländer should not be left out in any case.
Edit: I just realised that Cafe Engländer has a special menu for the evening which is much more packed than the lunch menu. The prices in the evening, however, range from OK to pricey indeed. I haven't been there in the evening yet.
Slightly up-market, but not snooty. Last time I went there it was a restaurant, and people did eat there. But I haven't been there for a while.
about what I would expect from any good cafe, some years ago they tried transforming it into a restaurant. It didn't work, Viennese are stubborn, they just didn't order food.
so if you refuse food in there, they might look odd, but that's ok ;)
A very decent place to go to. Pricing is fair, the location is origin. The waiters are sometimes - typical for Vienna - arrogant. But grounding them results usually in a great service attitude 8)
